Electricity Market Competition in Victoria

The Australian electricity market has been undergoing a process of deregulation since the late 1990s. The first stage was the establishing of a national electricity network {{citymarketintro4}} in one state to be sold to customers in different states.

Another stage, which occurred sooner in some states, was the dividing up of the state owned monopolies into competing entities and then privatising them. In an attempt to produce a greater amount of competition the energy market was divided into two types of entities

  • Energy Distributors
    Distributors manage the delivery of electricity to customers' premises . They own and manage the powerlines and poles, and don't engage directly with customers.
  • Energy Retailers The retailers have all the interactions with the customer. They sell the electricity and manage the billing. Every state has between one and three distributors, and up to 30 retailers.

On 1 July 2008 , the Victoria market was fully deregulated. This meant that, for the first time, consumers could change to a provider that had cheaper electricity prices.

    Powercor delivers electricity to the western Victoria and western suburbs of Melbourne.

  • United Energy Distribution
    United Energy distributes electricity in the Mornington Peninsula and the southern suburbs of Melbourne.
  • Ausnet Services
    AusNet Services provides electricity to the outer northern & eastern suburbs of Melbourne and to eastern Victoria.

Tips to reduce electricity usage to save on your bills

Here are some easily implemented ways for reducing how much you spend on electricity

  • Minimise draughts. Prevent cold air or hot air entering or escaping via gaps under doors and around your windows through the use of gap seal tape and door snakes.
  • Dress for the weather, rather than turn on the heater, (jumper, booties, warm socks, beanie).
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Don't use your clothes dryer as frequently. Instead, dry the clothes outside or alternatively, use an indoor clothing rack.
  • Turn your appliances off at the power point when they're not in use.
  • Stop the sun over-heating your house by closing curtains and blinds in the rooms that are exposed to the heat of direct sunlight.
  • Close the doors to areas of the house that aren't in use, so you just heat or cool a smaller area.
  • Minimise lighting through the use of as much natural light as possible.
  • Minimise air conditioning usage by opening windows at night to allow the cooler air in, then shutting them each morning thus keeping hot air out.

This section contains frequently asked questions and answers about what happens after you've completed the comparison process and you have made the decision that you'd like to switch electricity and gas providers.

It's okay if you change your mind because your new electricity and gas provider provides you ten days of 'cooling-off' period, which means you have ten days during which you can cancel the process and stay with your current energy provider.
No. You won't need to do any of that. The delivery of actual energy to your house, via the pipes and wires, is done by your energy distributer (not by your energy retailer). The distributor continues to supply the electricity and gas to your premises if you change over to a different energy retailer. The retailer issues your electricity and gas bills, but they buy the energy from the distributor, then resell it to you. You can't purchase electricity and gas directly from your distributor, you have to go through an energy retailer. You can be confident that your electricity and gas supply will not be interrupted when you switch retailers, because you will continue to have the same connection to your distributor.
All the 'paperwork' is processed quite quickly, usually in less than 24 hours. However, the final switchover won't take place until after your present provider has sent you your final bill, and they can't do that until a final meter reading has been taken. So, it depends on how soon your next meter reading happens. It could take as long as three months.
We'll sign you up with your new energy provider, and we'll also inform the current provider that you're moving to another provider. The change to your new provider will not happen immediately, though, because the current provider has to do a meter reading again, one final time. and then send you a final bill. The new provider begins charging you from the date that the meter is read. the distributor that supplies the energy to your house continues to be the same as it was before the switch.
