Electricity Market Deregulation in Victoria

The Australian electricity market has been gradually deregulating ever since the late 1990s. The first stage of deregulation was the establishing of a national electricity network {{citymarketintro4}} in one state to be sold in a different state.

Another stage, which occurred earlier in some states than others, was the breaking up of the state owned electricity monopolies into competing entities and then privatising them. In an attempt to produce more competition the energy market was separated into two types of entities

  • Energy Distributors
    The distributors are responsible for the physical delivery of electricity to the customers' premises . They own and manage the poles and powerlines, and don't engage directly with customers.
  • Energy Retailers Retailers are the ones who sell the electricity to the customers and manage the billing. The states have between one and three distributors, and up to 30 retailers.

On 1 July 2008 , Victoria 's energy market was fully deregulated. This meant that consumers could, for the first time, change to the provider that had cheaper electricity prices.

    United Energy supplies electricity in the southern suburbs of Melbourne and in the Mornington Peninsula.

    AusNet Services provides electricity to the eastern outer & northern suburbs of Melbourne and to eastern Victoria.
  • Powercor Australia
    Powercor provides electricity in the western suburbs of Melbourne and western Victoria.
  • Jemena
    Jemena provides electricity to the south-western and northern suburbs of Melbourne.
  • Citipower
    Citipower distributes electricity throughout Melbourne City and it's inner suburbs.

Tips for how to use less electricity to save on your bills

Here is a list of easily implemented ways for reducing your usage of electricity

  • Don't use the clothes dryer as frequently. Hang your clothes to dry outside or alternatively, use an indoor clothing rack.
  • Eliminate draughts. Minimise cold air or hot air entering or escaping through the gaps under doors and around your windows through the use of door snakes and gap seal tape.
  • Wear clothing that is appropriate for the weather, rather than turn on the heater, (beanie, booties, warm socks, jumper).
  • Turn off all appliances at the power socket when they're not in use.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Prevent the sun from over-heating rooms by closing the curtains and blinds in the rooms that the hot sun shines directly into.
  • Reduce the use of lights through the use of as much natural light as possible. Turn the lights off if there's no none in the room.
  • Reduce the use of air conditioning by opening your windows in the evening allow the cooler air in, and then shutting them each morning thus keeping hot air out.
  • Close doors to areas of your home that aren't in use, so you only cool or heat a smaller area.

Here are some answers to frequently asked questions about what happens after you have finished the comparison process and you've chosen to switch electricity providers.

If you change your mind, that's okay, your new electricity provider will allow you ten days of 'cooling-off' period, which means that you have ten days during which you can change your mind and remain with your current energy provider.
No. You won't need to do any of that. The delivery of actual energy to your premises, via the pipes and wires, is done by your energy distributer (not by your energy retailer). That distributor continues to supply the electricity to your premises after you change over to a different energy retailer. It's the retailer that issues your electricity bills, but they buy energy from the distributor, then resell it to you. You can't buy electricity directly from a distributor, you must to buy it from one of the retailers that resells the distributor's energy. You can be sure that when you switch retailers, you won't experience an interruption to your electricity supply because the connection to the distributor continues to be the same as before.
The 'paperwork' is processed very quickly, often in under 24 hours. But the switchover won't go ahead until after your old provider has issued you a final bill, and they can't do that until a final meter reading has been taken. Therefore, it depends on how long until your next meter reading. It could take as long as three months.
We will sign you up with the new energy provider, and will tell the current provider that you are changing to another retailer. The changeover to the new provider will not happen straight away, though, because the current provider has to do one final meter reading. then send you their final bill. The new provider only begins charging you from the date that the meter is read. the distributor who supplies the energy to your house will continue to be the same one as it was before the switch.
