Electricity Market Deregulation in Victoria

Australia's electricity market has been undergoing a gradual process of deregulation ever since the late 1990s. The first stage of deregulation was to establish a national grid {{citymarketintro4}} in one state to be sold in a different state.

Another stage, which occurred sooner in some states than others, was the breaking up of the state owned electricity monopolies into several competing entities, then privatising them. In an attempt to stimulate a greater level of competition the energy market was split into two types of entities

  • Energy Distributors
The distributors manage the physical delivery of electricity to the customers' premises . They own and manage the poles and powerlines, but do not deal directly with customers.
  • Energy Retailers Retailers sell the electricity to the customers and manage the billing. The states have between one and three distributors but up to thirty retailers.

On 1 July 2008 , the market in Victoria was completely deregulated. This meant that consumers could now switch to another provider that had cheaper electricity prices.

Electricity in Victoria is provided by the following five distributors

  • United Energy Distribution
United Energy distributes electricity in the southern suburbs of Melbourne and in the Mornington Peninsula.
  • Ausnet Services
AusNet Services provides electricity to the eastern outer & northern suburbs of Melbourne and to eastern Victoria.
  • Powercor Australia
Powercor delivers electricity to the western suburbs of Melbourne and western Victoria.
  • Jemena
Jemena distributes electricity to the south-western and northern suburbs of Melbourne.
  • Citipower
Citipower distributes electricity in Melbourne City and inner suburbs.

Tips to lower your energy consumption to save on your bills

Here are a few easy to implement ways to reduce your energy consumption

  • Avoid use of your clothes dryer. Hang clothes to dry outside or alternatively, use an indoor clothing rack.
  • Turn off your appliances at the power socket when they're not in use.
  • Eliminate draughts. Stop cold air or hot air blowing in or leaving through gaps under doors or around your windows through the use of door snakes and gap seal tape.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Rather than turn on the heater, dress for the weather (booties, beanie, jumper, warm socks).
  • Close doors to areas of your home that you don't use, so you just cool or heat a smaller area.
  • Stop the sun from over-heating rooms by closing the curtains and blinds in the rooms where the sun shines in.
  • Reduce the use of lights. Use natural light more often.
  • Reduce air conditioning use by opening your windows during the night to let the house cool down, and shutting them each morning to keep the hot air out.

FAQ about switching energy providers

Here are some frequently asked questions and answers about what happens once you've completed the comparison process and you've made the choice to switch energy providers.

If you change your mind it's okay because your new energy provider allows you a ten-day 'cooling-off' period, that means you have ten days during which you can cancel the process and go back to your old energy provider.
No. You won't need to do anything like that. The delivery of actual energy to your premises, via the pipes and wires, is all done by an energy distributer (not by your retailer). This distributor will continue to supply energy to your premises even when you switch over to a different energy retailer. It is the retailer that issues your energy bills, however, they purchase energy from the distributor and resell it to you. You can't buy energy directly from your distributor, you have to purchase it from an energy retailer. You can be sure that when you switch retailers, your energy supply will not be interrupted because the underlying connection to the distributor will continue to be the same as before.
All the 'paperwork' is processed very quickly, often within 24 hours. But the actual switchover will not happen until your old provider has issued you your final bill, and they can't do that until a final meter reading has been taken. Therefore, it depends on how long until your next meter reading. It could take up to three months.
We'll sign you up with the new energy provider, and we'll tell your current provider of your move away from them. The switch in providers will not happen straight away, though, because the old provider will have to read your meter again, one final time. and then send you their final bill. Your new provider will begin charging you from the date that the meter is read. the distributor who supplies the energy to your premises will continue to be the same as before the switch.
No. Our comparison and switching service is free to you. However, we will be paid a commission by your new energy provider. While our service is provided to you without charge, you may be subject to charges in relation to your current service, including exit fees. You should check this with your current supplier(s).
